The purpose of this decree, organised in five Titles, is identified by the first Title: the reorganisation of the national framework for consultation on food security and the establishment of a National Food and Nutritional Crisis Prevention and Response Mechanism (DCAN) comprising consultation bodies with general competence, specialised consultation bodies and decentralised consultation bodies. The consultation bodies with general competence, their composition and their functioning are detailed in the second Title which, divided into two chapters, deals with the Food Programming Committee (CPA) (chapter 1) and the Permanent Technical Committee on Food Security and Nutrition (CTP) (chapter 2). The third Title, also divided into two chapters, is dedicated to the specialised consultation bodies, notably the Technical Committees and Working Groups responsible, on a permanent basis and on behalf of the CPA and the CTP, for the monitoring and needs assessment system, as well as for the coordination and monitoring of the implementation of the response. In particular, the first chapter regulates the Needs Analysis Committee (NAC), which coordinates the activity of four Specialised Technical Groups (STGs), to which the following four sections are dedicated and which define the functions, composition and functioning, respectively, of the Specialised Working Group in charge of the Monitoring of the Agro-Pastoral Campaign, the Specialised Working Group in charge of Vulnerability, the Specialised Working Group in charge of the Monitoring of Food Markets and Supply, and the Specialised Working Group in charge of Nutrition. The second chapter regulates, on the other hand, the Response Implementation Coordination Committee (RICC), which coordinates the activity of four Specialized Technical Committees (STCs), which are the subject of four dedicated sections: the Specialized Working Committee on Social Nets, the Specialized Working Committee on Livelihoods, the Specialized Working Committee on Food Assistance and the Specialized Working Committee on Nutrition. The fourth title deals with decentralised consultation bodies: a Regional Committee for Monitoring Food and Nutritional Security (CRSAN) is set up in each Wilaya to ensure consultation in this area. The fifth title contains the final provisions.
