This law establishes the basic legal regime applicable to the production, control and marketing of certified seed and seedlings. It provides for the need for an approval to create or operate an establishment for the production of certified seeds or seedlings; the institution of a National Catalogue of species and varieties that can be disseminated and marketed in the form of certified products; the creation of the National Council for Seeds and Seedlings, an advisory body responsible for giving its opinion on all matters relating to the production, control and certification of seeds and seedlings; the need for a certificate attesting that the seeds and seedlings have been produced, collected, treated, packaged and preserved in accordance with the technical standards required and the conditions laid down in this law; the need for prior authorisation for importation. The provisions of this law shall be specified and supplemented, if necessary, by a decree issued by the Council of Ministers on the report of the Minister responsible for agriculture.
