Regional Support Project for the Irrigation Initiative in the Sahel

The Regional Support Project for Irrigation in the Sahel (PARIIS-MR) was born from the Dakar declaration on irrigated agriculture, adopted onOctober 31, 2013 during the High Level Conference on Irrigation in the Sahel. Regional Project for six (6) Sahelian countries (Burkina Faso, Mali, Mauritania, Niger, Chad, and Senegal) Regional Coordination: CILLS Duration 6 years (2018-2024) Funding: IDA $25 Million, Mauritanian Government $2.5 Million and Beneficiaries 1.5 MillionGoals :The Development Objective of PARRIS-MR is to: Improve the capacities of stakeholders to develop and manage irrigation; Increase the irrigated areas by following a regional approach based on the “Solutions” in six Sahelian countries (Burkina Faso, Mali, Mauritania, Niger, Chad, and Senegal)Beneficiaries: Private farmers (for type 2, VISA developments) who are organized into cooperatives, groups of cooperatives or GIE (for type 1,2,3 VISA developments) who benefit directly from the investments of various projects; Public and private actors involved directly or indirectly in the agricultural sector; The graduates of Mauritanian higher training schools who must benefit from training as engineers in rural engineering or agricultural hydraulics; Training and research institutes; Public and private operators involved in the field of agricultural management; Design offices and public works companies; Suppliers of agricultural equipment and inputsPARIIS-MR targets: The direct targets of the project will be farmers (men, women and young people) The planned irrigation systems will directly benefit farmers coming mainly from poor households, with particular emphasis on small and medium irrigation, The total number of direct beneficiaries is estimated at 7,031 households, of which 42% of the direct beneficiaries of irrigated systems will be women.Strategy :The targeting strategy varies from type to type: Type 1: recovery of rainwater; Type 2: support for the creation of individual and Californian perimeters; Type 3: creation of collective and Californian perimeters.2iis approach:The 2iis approach can be summarized as follows: Inclusive and participatory development planning that takes into account value chains and agricultural systems; Securing land and water allocation following proper due diligence; Design and implementation of irrigation systems based on the concept of solutions informed at the regional level; Multiple contributions from the level of (CILLS) to ensure the execution of exemplary cycles of irrigation sub-projects in the country; Generate and manage knowledge to improve the planning and implementation of investments and to contribute to the improvement of national policies; Strengthen the capacities of stakeholders in the irrigated sector; Monitor and evaluate interventions including gender.Components:Component A: Modernization of the institutional and planning framework: Strengthen the capacity of countries to scale up irrigation solutions; Fund assessments of land and water resources and local production systems in project intervention areas; Organizational strengthening to provide a basis for viable and sustainable irrigation development through the use of different types of irrigation systems.Component B: Financing of irrigation solutions: Development of irrigation systems for each of the three types of irrigation systems (T1, T2, T3) by implementing them on a large scale within the framework of the PIA so as to demonstrate their potential for scaling up; Investment activities are selected following an assessment of the needs of stakeholders and beneficiariesComponent C: Knowledge Management and Coordination: Collect, produce, and disseminate knowledge useful to the irrigation sub-sector; Enable irrigation stakeholders to communicate with each other about solutions; Ensure effective coordination between project activities; These objectives will be achieved through the establishment and operation of a Knowledge Management system, targeted research activities, effective coordination; and a communication and monitoring/evaluation systemAreas of Intervention: Hodh El Chargui Hodh El Gharbi Assaba Brakna Gorgol tagant Adrar Trarza
