Overview:
This Resolution consisting of 12 articles aims at establishing the National Center for Animal Health. Responsible for the Center is the Ministry of Agriculture, Animal and Marine Wealth. Main of its tasks are: proposing plans and programs for the epidemiological surveillance and eradication of animal diseases, including the prevention and treatment of animals and poultry and working on programs implementation; updating veterinary health conditions for the import and export of animals; issuing the veterinary health certification of live animals, birds and their products to be locally traded; participating in the registration of veterinary medicines and vaccines; preparing the programs related to the prevention and animal health; conducting diagnostic tests for animal diseases and diseases common and working on the continuous updating of methods of disease diagnosing; analyzing feeds and raw materials used in their manufacturing to identify the extent of compliance with Libyan standard specifications; determining which countries are allowed import of live animals and birds and their products in accordance with international standards and the standards of the World Organization for Animal Health (OIE) and issuing permits and certificates of import and export; controlling the quarantine centers in all ports (air, sea and land). The Center, and its organizational structure consisting of a number of departments and offices, is directed by a management committee with political, legal and organizational tasks. The Resolution deals also with the financial affairs of the Center.
