The present decree defines all the measures of phytosanitary controls of plants, plant products and other regulated articles subject to importation under all customs regimes, other than the transit from border to border without breaking the load in the national customs territory. The importation of plants and plant products provided for in Annex I of this Order is subject to prior import authorization issued by the plant protection service. The importation of plants or plant products provided for in Annex II of this Order is subject either to a single phytosanitary certificate formality or to a simple phytosanitary declaration on arrival. In the case of a plant or plant product, however, it is compulsory for it to be subjected to phytosanitary inspection on arrival on the national territory. The applications for authorisation, in accordance with the model provided for in Annex III, must reach the representatives of the plant protection service nearest to the place of importation at least 10 days before the goods are ordered. In addition, the certificates must conform to the models recommended by the International Plant Protection Convention (FAO, Rome 1997), drawn up by the plant protection service of the country of origin
