The regulation for organizing the water and sanitation facility.

Overview:

This Regulation consisting of 16 articles aims at organizing the water and sanitation facility within the administrative borders of the Municipalities. It establishes that (i) the Municipality undertakes the construction, maintenance and management of water and wastewater networks; (ii) it is not permissible to construct any public utility network, or to connect to water and sewage networks, without the approval of the Municipality; (iii) it is permissible to exploit and benefit from the public utilities of water and sanitation established or managed by the municipality only in accordance with the conditions and procedures stipulated in this Regulation; (iv) the applicant of the water use connection shall pay a fixed fee, the value of which shall be determined by the regulation issued for this purpose by the Minister of Local Government; (v) it is permissible to connect any real estate to the public sewage network only from an inspection room and collection facility; (vi) the user is personally responsible for the safety of the water meter and its seals; and (vii) the Municipality determines places for discharging black well water and liquid wastes for washing activities, motor vehicle services, and industrial activities and their reservoirs that are not connected to the sewage network must be isolated from their surroundings in order to prevent the leakage of sewage water to the outside.
