2020 - 2023
Coastal villages like Suak Gual face challenges such as limited leadership and economic resources. However, they have potential in fishing, agriculture and tourism and are forming local organisations to support their livelihoods. KALAJU uses a multi-faceted approach that includes capacity building, value-added training, workshops on eco-friendly fishing gear, and access to banks for financial support. Over 250 fishermen and their families benefit from the project through various training programmes and group collaborations. The results are evident in improved living conditions, increased hygiene awareness and the development of cooperative institutions. The approach, which is replicated in 50 villages in Indonesia each year, is adaptable to local resources, culture and conditions. Technically feasible and easy to implement, KALAJU's success lies in community support, inter-institutional cooperation and training programmes tailored to local needs. Recommendations include fostering community cooperation, utilising available resources, and emphasising sustainable practices for lasting success.

Stakeholder change
Suak Gual is one of the villages in the Selat Nasik sub-district, Belitung district, Bangka Belitung Islands Province, Indonesia. Suak Gual Village is a coastal area located on a small island called Mendanau Island. The community developed a business group called koperasi nelayan maju (70 fishermen). About 62% of the land area in Indonesia is covered by sea and water, with a very high potential for fish resources. The fish potential must be used wisely for the benefit of the Indonesian people, especially the fishermen. Of course, the benefits of exploitation must be supported by using environmentally friendly tools and not destroying the ecosystem. The main target is the coastal village where the fishermen and their families live and work. The fishing village is located near the sea and the local fishing port. One of the fishing villages is Suak Gual. The main potential of Suak Gual is fishing. This village community uses small boats with a size of less than 5 gross tonnes for fishing. The fishing equipment used is fish powder and snake bait, which is a very environmentally friendly fishing equipment. In addition to fishing, the village residents also practise agriculture and in the village of Belitung also tourism. This village has a community organization with a group of fishermen, making up 11 business groups together, 10 farming groups and groups involved in tourism. In addition, Suak Gual also has a village economy agency that has been in place since 2017 and is moving towards building material supply. The village also has several markets and workshops, such as fishing boats, permanent and semi-permanent houses, clean water sources from the land, mosques or surau, and schools. Suak Gual, a colourful village, was established by the Minister of Marine and Fisheries of Indonesia (MMAF), Shakti Wahyu Tronggono, in March 2021 as a forward-looking village.
Change triggered
Our goal is to • Create an orderly, advanced, clean, healthy and comfortable fishing village with fisheries infrastructure and facilities capable of improving the quality of life and productivity of fishermen's household businesses. • Increase the role of fishing communities in implementing fishing village arrangements, adequate hygiene and sanitation facilities and raising awareness in fishing communities of the importance of clean and healthy living • Develop cooperative institutions (fishing group/farming group/tourism group) and advanced human resources who will also have an impact on the development of fishing villages • Provide guarantees of business continuity and access to capital for sustainable fishing businesses • Increase competence and management skills as well as assist in the development of fishermen's businesses and households. This practice is transferable, the community fishermen can develop the training that responds to their need. The practice can also be applied to fishing and fish product. This concept has been replicated in 50 villages every year in Indonesia. But each village has a different strategy according to their natural resources, location, culture, and local conditions.
Short description
The concept of coastal community development (kalaju) is to build from the bottom up. This approach must be supported by all the relevant departments in the South, the fisheries sector, the Ministry, other agencies and the relevant stakeholders. Hopefully this will be a catalyst for the growth of the business and the economy of the people, so that the fisheries sector can grow and develop and drive the economy.
