This order deals with the regulation of the import, marketing and distribution of hydrochlorofluorocarbons (HCFCs), hydrofluorocarbons (HFCs) and other refrigerants and appliances and equipment using such substances. This regulation is part of the implementation of the provisions of the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer (ODS). This decree specifies the modality of importation (obtaining approval), determines the quotas for hydrochlorofluorocarbons and hydrofluorocarbons and sets conditions for the installation, maintenance, repair and modification of refrigeration equipment (art. 4-10). The conditions for the sale and distribution of refrigerants (art11-12) and for the recovery and control of gases are indicated (13-14) as well as the penalties that may be applied in case of infringement of the provisions of this order.
